Safecare Is Listed by Multiple Evidence-Based Lists as an Evidence-Supported Practice.
SafeCare is rated as Supported by the Title IV-E Prevention Services Clearinghouse. As defined by Abt Associates, a program is rated as supported if it has a study carried out in an usual care or practice setting that achieves a rating of moderate or high on design and execution and demonstrates a sustained favorable effect of at least 6 months beyond the end of treatment on at least one target outcome. The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program strengthens families and communities by providing resources to evidence-based home visiting programs and services which improve outcomes for children and their families. Programs and services must demonstrate continued effectiveness by meeting at least four of six evidence-based benchmarks. SafeCare Augmented is a version of SafeCare that is approved for funding through the Maternal, Infant, and Early Childhood Home Visiting Program. This version includes training in the evidence-based practice of Motivational Interviewing and training on Domestic Violence. The California Evidence-Based Clearinghouse (CEBC) provides ratings based on the California Evidence-Based Clearinghouse Scientific Rating scale on various topic areas for programs with effective evidence-based applications. In addition, the California Evidence-Based Clearinghouse provides a Child Welfare System Relevance level for each of the topic areas. The CEBC identified 6 Topic Areas with SafeCare. Five of these topic areas are rates with a Scientific Rating of Supported by Research Evidence and one of the Topic Areas is rated with a Scientific Rating of Promising Research Evidence. The Home Visiting Evidence of Effectiveness was launched by the Department of Health and Human Services to thoroughly review and assess early childhood home visiting models. SafeCare Augmented is a version of SafeCare that has met the Department of Health and Human Services criteria as an evidence-based early childhood home visiting service delivery model. SafeCare is rated as highly cost-effective. A cost benefit analysis conducted by the independent Washington State Institute for Public Policy concluded that SafeCare returns $20.82 in benefit for every dollar it costs to implement.
Ongoing costs to maintain SafeCare are minimal. There is an annual agency accreditation and, an annual Trainer Certification Maintenance process for sites that opt for SafeCare training at the highest level of sustainability.
